Why is this project being done?

Green Road was identified in the 2013 Non-Motorized Plan update as having several non-motorized facility gaps.  Specifically, the plan identified a possible lane reduction and potential for in-road bicycle facilities. As a result of a staff review, a plan has been developed to make road configuration changes to Green Road, from Burbank Drive to Plymouth Road, in conjunction with resurfacing this corridor.

Last summer staff began reviewing the recommended projects from the 2013 Non-Motorized Plan to determine if projects remained feasible. To begin this project, staff first examined the needs of motorists and non-motorists on the corridor. Staff collected and reviewed traffic volume and crash data, in addition to the field conditions along the corridor. That review led to the following conclusions:

  • Traffic volumes on Green Road, from Burbank Drive to Commonwealth Boulevard, are not high enough to need two lanes in each direction.
  • Rear-end crashes near Plymouth Road, as well as the volume of southbound left-turning vehicles, discourages lane reduction between Commonwealth Boulevard and Plymouth Road.
Staff used this review to develop a plan that would address the recommendations of the Non-Mot​orized Plan update, aiming to maintain or improve mobility and safety for both motorized and non-motorized users.

Staff presented a proposed design solution to the Transportation Commission on Feb. 20, 2019. The vehicle lanes between Commonwealth Boulevard and Plymouth Road would be narrowed to add two bicycle lanes, while the four vehicle lanes between Burbank Drive and Commonwealth Boulevard would be converted to two through vehicles lanes, one two-way left-turn lane, and two bicycle lanes.​
