Oct. 27, 2023 Update

We are nearing completion on the Pontiac, Swift, Moore, & Wright Water Main and Resurfacing Project. Moore Street and Wright Street are expected to reopen to traffic on Friday (10/27).  Work this week included the installation of most of the pavement markings and road signage.

Construction Update

The contractor will periodically be onsite to complete various punch list items. Due to the drop in temperatures and more frequent rainfall, some permanent pavement markings were installed using temporary temperature tolerant materials prior to the road reopening. The remaining permanent pavement markings will be completed given suitable temperatures and contractor availability.

Construction Detours & Closures

All roads are expected to be reopened and detours removed by end of day on Friday (10/27).

Project Limits

Swift Street from Longshore Drive to Broadway Street, Moore Street from Pontiac Trail to Broadway Street, Pontiac Trail from Moore Street to Swift Street, and a section of Wright Street.

Timeline

Construction
  • Initially, for Stage 1 (starting July 10, 2023 to Sept. 25, 2023), Swift Street and Pontiac Trail between Broadway Street and Moore Street will be closed to through traffic in both the southbound and westbound directions, respectively. Wright Street between Longshore Drive and Pontiac Trail will also be closed. A detour will be in place for southbound Pontiac Trail and southbound Swift Street traffic for the remainder of Stage 1. Driveway access will be maintained but may include delays during working hours, which will be coordinated with the owners beforehand.
  • During Stage 1A (ending Sept. 29, 2023) Broadway Street will be reduced to one lane in each direction at the Swift Street intersection.
  • During Stage 2 (Sept. 5, 2023 to October. 9, 2023) Wright Street north of Kellogg Street will be closed to through traffic. Driveway access will be maintained as much as possible but may include delays during working hours.
  • During Stage 3 (September 22, 2023 to October 4, 2023) Moore Street from Plymouth Road to Pontiac Trail will be completely closed to through traffic. A detour will be in place for northbound Moore Street traffic. Driveway access will be maintained but may include delays during working hours, which will be coordinated with the owners beforehand.

Parking

During construction, it will be necessary to restrict traffic over three construction stages to local traffic, emergency vehicles, trash and recycling service, mail, and deliveries. For Stage 1, parking will be restricted on Swift St. and Pontiac Tr. between Broadway St. and Moore St. Therefore, as of Monday July 10th, 2023, vehicles parked on Swift St. and Pontiac Tr. between Broadway St. and Moore St will be towed at the owners experience if the project team is unable to contact the owner.  Additional notices will be sent when traffic will be restricted for Stages 2 and 3.

Why is this project being done?

This project updates and maintains the city's aging water main and right of way infrastructure to increase its longevity. These improvements provide these benefits:

  • Protect public health and safety
  • Improve flow of traffic and bicycles
  • Encourage safe pedestrian crossings
  • Improve drainage on roads
  • Maintain and improve quality of water main services

This area was prioritized for water main and road surfacing improvements due to:

  • Insufficient water main sizes
  • Lack of water main loops in the area
  • Reduced quality of road pavements
  • The need for improved traffic flow and drainage

Possible impact to residents

  • Initially, for Stage 1 (starting July 10, 2023 to Sept. 1, 2023), Swift Street and Pontiac Trail between Broadway Street and Moore Street will be closed to through traffic in both the southbound and westbound directions, respectively.

1, 2023) Broadway Street will be reduced to one lane in each direction at the Swift Street intersection.

  • During Stage 2 (Sept. 1, 2023 to Sept. 22, 2023) Pontiac Trail, Swift Street south of Pontiac Trail, Wright Street South of Longshore Drive, and the Broadway Street and Swift Street intersection will be opened. Wright Street north of Kellogg Street will be completely closed to through traffic. Driveway access will be maintained as much as possible but may include delays during working hours.

  • During Stage 3 (Sept. 22, 2023 to Oct. 13, 2023) Wright Street will be opened and Moore Street from Plymouth Road to Pontiac Trail will be completely closed to through traffic. A detour will be in place for northbound Moore Street traffic. Driveway access will be maintained but may include delays during working hours, which will be coordinated with the owners beforehand.

Possible impact to businesses

  • Pedestrian access to all residences and businesses will be maintained within the project limits for the duration of the planned work.

  • Given that the proposed work will be extensive and time-consuming, the work will unavoidably disrupt normal traffic and business operations along Broadway Street and the side streets immediately adjacent to the work site.

  • Vehicular traffic in the vicinity of the project will be impacted as a result of the planned work.

  • Dust, noise, and inconvenience will be prevalent due to the nature of the planned construction.

Cost & Funding Source

City of Ann Arbor Street, Bridge, and Sidewalk Millage and Drinking Water Fund will provide most of the funding for this project.
