Section 3 is a provision of the Housing and Urban Development (HUD) Act of 1968 that helps foster local economic development, neighborhood economic improvement, and individual self-sufficiency. The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent feasible, provide job training, employment, and contracting opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods.

2023 PBV RFP-13123
AAHC is making available Project‐Based Vouchers to support affordable housing within the City of Ann Arbor. Up to 175 vouchers are available through this RFP process.
RFP: 2023 PBV RFP-13123 is available here, as of February 2, 2023. Questions must be submitted in writing including the business name, proposers name and title, address, phone number, and email address. Final questions deadline must be emailed to Weneshia Brand, no later than 2:00 p.m., February 17, 2023 at [email protected].

Deadline: Proposals must be received by AAHC no later than 2:00 p.m. on March 15, 2023. Proposers should refer to the RFP for submission requirements. The anticipated award date of the Agreement(s) to the Selected Proposer(s) will be no later than March 24, 2023. The earliest contract award start date is July 1, 2031, but the HAP agreement start date may be up to June 2026.
