How does it Work?

If you have a problem related to a parking ticket and wish to appeal the ticket, a parking referee is available to hear your complaint. Please note that fines do not increase while the ticket is on hold and being reviewed. Please avoid appealing a ticket and paying a ticket at the same time. Tickets may not be appealed by phone.

Parking ticket payments made on tickets that are on hold represent your wish to admit responsibility for the ticket, and will not be refunded. The postmark for a payment is accepted as evidence of a timely payment. See the back of the ticket for more information, or you may call the parking referee information line to hear this information at 734.794.6549.

Appeal Online

To appeal a parking ticket electronically, please fill in the appeal form below, and click "submit." All of the fields within the form must be completed in order for the parking referee to respond to your appeal. Please provide documentation of the reason why you are appealing a ticket. Additional documentation you wish to provide may be forwarded to the referee via an attachment through the email address [email protected]. Please be sure to include your ticket number or your license plate in the message or subject line of any additional email message that you send to the city.

Examples of additional documentation include:

  • Meter receipt.
  • Picture of your vehicle/plate.
  • Copy of vehicle registration.
  • Copy of a valid parking permit.
  • Vehicle repair receipt or other related information.

Appeal via U.S. Mail or Email

If you are unable to submit the form to appeal online, or you're unable to appear in person, you may appeal via U.S. mail. The mailing address is: Parking Referee, 301 E. Huron St., P.O. Box 8647, Ann Arbor, MI 48107; or you may appeal via email to: [email protected]. Please be specific about the nature of the problem, and include the details shown below in your letter or email message. As stated above, please provide documentation whenever appealing a ticket.
  • Vehicle license plate number.
  • Date of incident.
  • Time of incident.
  • Location of incident.
  • Ticket number or the original/photocopy of the ticket would be preferred.

Ticket Overpayment Policy

The city treasury will take proactive steps to ensure customers are given proper credit for payments made while continuing to make efficient use of our resources. Overpayments of fines will be handled under the city's parking overpayment policy (PDF).
