Rebates for Multifamily Properties

The Ann Arbor Office of Sustainability and Innovations, in partnership with DTE Energy, has launched Insulate Ann Arbor; a rebate program designed to help multifamily rental properties reduce energy use and lower operating costs.

Insulate Ann Arbor offers rebates for insulation and air sealing at multifamily rental properties in Ann Arbor– two of the most cost-effective ways multifamily properties can reduce energy costs and comply with the City’s Green Rental Housing Ordinance

Up to $75,000 or 50% of total project costs is available per property, with up to $250,000 or 90% of total project costs available per income-qualified property. Funds are limited and rebate payments are dependent on fund availability.

Insulate Ann Arbor is for multifamily rental property managers and owners. Eligible properties include apartments, cooperative housing, condominiums, senior living facilities and dormitories that meet the following requirements:

  • Be an existing structure 
  • Have three or more units under one roof
  • Be located within the City of Ann Arbor
  • Use DTE Energy to provide primary heating
  • Have an approved Certificate of Occupancy with the City of Ann Arbor

For all eligible properties, rebates are available for:

  • Roof and attic insulation
  • Above-grade wall insulation
  • Rim/band joist insulation
  • Basement wall insulation
  • Crawl space wall insulation
  • Building air sealing

Insulate Ann Arbor offers enhanced rebates for income-qualified properties to help offset the cost of energy efficiency upgrades. To qualify as income-qualified, the property must meet at least one of the following criteria:

  • Provide evidence of participation in a federal, state, or local affordable housing program
  • Be located within an income-qualified Census Tract
  • Provide rent rolls documentation that demonstrates average rents charged by a property are at or below 80% of local "Fair Market Rent" as published by HUD  
  • Submit resident income information showing that at least 50% of apartment units are rented to households at or below 250% of the Federal Poverty Level or, at or below 80% of Area Median Income

To prove a property qualifies for an income-qualified rebate, applicants must:

  • Complete the Income Eligibility section in the Insulate Ann Arbor reservation application by email, mail, or fax. Ensure that you accurately fill out all sections of the form and accurately declare all sources of household income.
  • Submit the completed form. You will be notified of your income eligibility decision via email. This may take up to 10 business days. Income verification may be requested.

Insulate Ann Arbor requires a rebate reservation system to help ensure funds are available for your project when you need them.

Once your qualifications are confirmed, complete the Rebate Reservation Application by providing your personal details and information about the planned project or measures you intend to install. Then submit the application online or by submitting a PDF of the Rebate Reservation Application by email, mail, or fax. You will receive a notice by email if your application is approved. 

Once your rebate is reserved, your contractor will have 90 days to complete the project.

Once you have your reservation notice, complete your project within 90 days of rebate reservation approval. Ensure all work is completed by a licensed contractor and collect all necessary supporting documentation.

Your application will be reviewed for completeness and eligibility. If any information is missing, the program support team will contact you to request the necessary details. If you apply online, you will receive a confirmation email when your application is received.

Receive Your Rebate: 

Once your application is reviewed and approved, you will receive your rebate payment within 6-8 weeks.

Properties may receive rebates across multiple categories; however, total rebate amounts are capped as follows:

  • Market-Rate: Up to $75,000 or 50% of total project costs (whichever is lower) per property
  • Income-Qualified: Up to $250,000 or 90% of total project costs (whichever is lower) per property
