April 2024 Update​

  • Construction begins April 29, 2024
  • Work includes water main replacement, stormwater detention installation, road narrowing, and new widened sidewalk on South Seventh Street.

South Seventh and South Greenview Schedule

Phase 1 (April 29 – June 13):

  • Access to Lawton Elementary School will be maintained via South Greenview Drive to South Seventh Street. Please exit school south to Delaware.
  • Trees to be removed to make room for a new sidewalk.
  • Water main will be installed on the east side of South Seventh Street, from Delaware to Scio Church Road.
  • Stormwater improvements will follow the water main work on the west side of South Seventh Street, from Scio Church Road to South Greenview Drive.
  • Pavement and curb will be removed as needed for utility installation.

Phase 2 (June 13 - to Aug. 26):

  • Stormwater work continues.
  • Curbs, driveways, and sidewalks will be installed along South Seventh Street.
  • South Seventh Street is planned to be paved before Ann Arbor Public School classes start in the fall.
  • Water main work will begin east/north side of South Greenview Drive and include removal of pavement and curb.
  • Some catch basins on South Greenview Drive will be removed and upgraded.

Phase 3 (Aug. 26 – Sept. 20):

  • Curbs, driveways, and sidewalks will be installed along South Greenview Drive.
  • South Greenview Drive will be paved.

North Greenview Schedule

Phase 1 (April 29 – Nov. 15):

  • Water main will be installed on the west side of North Greenview Drive, starting at Stadium Boulevard, continuing south.
  • Stormwater improvements will follow the water main work on the east side of North Greenview Drive, starting at Stadium Boulevard, continuing south.
  • Pavement and curb will be removed as needed for utility installation.
  • The water main will be installed on the east side of North Greenview Drive from Normandy to Scio Church Road.
  • Stormwater improvements will continue on the east side of North Greenview Drive from Barnard to Scio Church Road.
  • All curb and driveway approaches will be removed, relocated, and replaced to narrow the road and install bump outs at all intersections.
  • North Greenview Drive is planned to be paved and open to traffic by Nov. 15, 2024.

General construction Information

  • Normal work hours are 7:00 a.m. to 8:00 p.m. Monday-Saturday.
  • The project limits span the entire road right-of-way, roughly back of sidewalk to back of sidewalk across the street. While this entire area is not planned to be disturbed, it is suggested to remove any sentimental plants or ornaments you do not want damaged. The areas will be restored will topsoil and grass seed when the project is complete.
  • Curbside trash, recycling and compost collection; water, sanitary, and storm service; emergency vehicle access; and mail delivery will be maintained throughout the project.
  • Trees will be marked prior to removal.
  • Construction unavoidably generates dust and noise, as well as inconveniences. We appreciate your patience and cooperation throughout the project.

Traffic, parking, and access

  • Access from Scio Church Road to Lawton Elementary will be maintained via South Greenview Drive to South Seventh Street until school is out of session.
  • South Greenview Drive and South Seventh Street will be closed to through-traffic when school is out of session.
  • North Greenview will be closed to through-traffic and will have side streets completely closed to limit traffic in the construction zone for the duration of work.
  • On-street parking will be restricted where posted to overnight only; 8 p.m. to 7 a.m.
  • Streets will be closed to through-traffic during construction. Residential and school access will be maintained but may include delays during working hours.
  • Pedestrian traffic will be maintained with sidewalk closures posted as necessary.
  • Detours will be posted throughout construction.
  • Trenches will be filled in after each workday and left with a drivable surface.
  • During the pavement construction (towards the end of the project), there will be unavoidable disruptions to street and driveway access; properties will be notified of the expected time and duration. Depending on the ambient temperature, concrete can take 2-3 days to cure, and asphalt takes several hours to cool.
  • Relocation and the addition of new fire hydrants may change or eliminate some on-street parking along the streets.
  • Use onsite contacts for accessibility issues.

Driveways

  • Access to driveways will be maintained except for brief periods. The contractor is expected to provide appropriate notification.
  • If a driveway approach (area between the sidewalk and the curb) is removed as part of the Project, it will be replaced to match the width of the existing driveway adjacent to the back of the sidewalk.

Water service

Water service will generally be maintained during construction with few exceptions:

  • A planned water service interruption (6-8 hours during the day) when the new water mains are tied into the existing mains. Orange door-hanger notifications will be distributed at least 24-hours in advance.
  • A brief water service interruption (approx. 30 minutes) when a water service is transferred to the new main. In person notification (knock on the door or ring the doorbell) will occur immediately prior to the brief interruption.
  • Water main breaks can happen during construction, these are not planned therefore notifications are not possible. The breaks will be repaired, and water service will be restored as soon as possible.
  • Due to the need to open and close water main valves in the vicinity, it is normal for some sediment to be disturbed. As a result, you may observe water that appears cloudy or rusty. While undesirable, the sediment is not harmful, and can be cleared by running cold water for several minutes. It is recommended that you run water from a basement faucet, or the faucet closest to the water meter.

Orangeburg sanitary laterals

If you have any a history of sanitary problems, please take this opportunity to investigate with a licensed plumber if the sanitary lateral (pipe which goes from the home to the City Sewer) needs to be replaced. Doing this now will save you money on pavement restoration and avoid a patch in the new roadway.

 

Project Scope

Water Main Replacement

The existing water mains on Greenview Drive and South Seventh Street are undersized and have reported water quality issues. This project will install a new 8-inch water main on Greenview Drive and new 12-inch water main on South Seventh Street and replace/relocate fire hydrants to increase fire suppression coverage.

Stormwater Improvements

A new stormwater conveyance system, including underground storage, will be installed on North Greenview Drive and South Seventh Street to improve drainage and help mitigate flooding on the road and downstream of the Allen Creek and Upper Mallets creek sheds.

All Ages and Abilities Route

North Greenview Drive and South Seventh Street are All Ages and Abilities routes, as identified in the city's Vision Zero Transportation Plan. Both streets are being narrowed to match surrounding neighborhood streets and to increase bicycle comfort and visibility.

South Seventh Street

The east curb will be moved west to narrow the street An extra wide sidewalk will be installed in the east green space to match surrounding sidewalks. The west sidewalk in front of Lawton Elementary will also be widened. The bump out at Greenview Drive will be removed. The island at Scio Church Road will remain.

North Greenview Drive

Both curb lines will be moved toward the center of the road to narrow the road. Bump outs will be installed at all intersections. The Avondale intersection will be reconfigured to be a standard perpendicular intersection to help slow traffic.

Road Resurfacing

The road will be resurfaced within the project limits. Some existing curb, sidewalk, and ramps will be replaced for Americans with Disabilities Act (ADA) compliance. ​

Funding Sources

Drinking Water Funds, Storm Utility Funds, and City Street, Bridge, and Sidewalk Millage will fund this project.​
