Planning Services works to guide land use development, policy and preservation that best meets the City of Ann Arbor's goals. This work is steered by the Comprehensive Plan, initiatives put forth by the City Planning Commission, community efforts, and/or by changes in state and local legislature. To support this work, Planning Services is responsible for the following:

  • Boards and Commissions: Planning Services supports the City Planning Commission, the Zoning Board of Appeals, and the Historic District Commission​​.
  • Zoning Administration: Staff is responsible for administering, preparing amendments for, and maintaining the City's zoning ordinance and development standards, known as the Unified Development Code​.
  • Development Review:  Planning Services accepts and coordinates review and approval of development activities including site plans, rezoning petitions, special exception uses, and land divisions.  See the Development Review webpage for more information and applications as well as submitting an application. ​
  • Long Range Planning:  Planning Services is responsible for implementing and updating long-term land use goals outlined in documents that make up the C​​ity's Comprehensive Plan

​STREAM Online Plan and Permitting System Services​

Planning and Development Services is now using a new plan and permitting system called EnerGov, with an entirely online customer service web page called STREAM.  You can now apply for all of these types of plans and projects, and more, completely online including payment:  

  • Site Plan applications
  • Special Exception Use, Rezoning, and other planning petitions
  • Historic District Commission applications
  • Zoning Board of Appeals applications
  • Zoning information reports and analysis reports
  • Land division and land transfer applications
  • Building and trade permits

Upcoming Community Participation Meetings and Announcements

Some proposed developments are required to provide community participation opportunities. The community within 1000 feet of a development site for rezoning or special exception use approval is invited to a developer-hosted meeting within 45 days of application. The community within 500 feet of a development site for a site plan for Planning Commission approval is mailed an announcement by the developer within 15 days of application.   

414 South Main Street - The Owner desires to amend the PUD Supplemental Regulations that apply to the portions of the PUD it owns to allow all D1 uses within Floors One through Seven of the "high rise" portion of the PUD (which is 414 S. Main Street). This will broaden the type of residential uses within Floors One through Seven of the "high rise" to include short-term rentals or hotel uses. No physical changes outside of the building are being proposed; the site plan remains as is.
The meeting will be held Thursday, December 18, 2025 at 301 North Main Street Suite 100 Ann Arbor, MI 48104 starting at 6:45 pm.

3001 Miller Road -The development team wishes to inform nearby residents of proposed site improvements at 3001 Miller Road, located within the Forest Cove Office Campus Condominium. The project includes construction of two (2) new one-story office buildings: a ~13,700 square foot building (Unit 6) in the northeast portion of the site, and a ~6,200 square foot building (Unit 7) in the southwest portion. The plan also includes stormwater management enhancements, a relocation of the trash and recycling enclosure, and additional bike parking. No new vehicle parking is proposed, as existing parking will serve the development. Portions of the parking lot will be re-striped to relocate displaced parking spaces and provide additional accessible parking.

1601 South State Street
- 4M, along with Nederveld and SmithGroup, wishes to inform
nearby residents of a proposed site plan for 1601 S. State Street. The proposal includes an 8-story multi-family residential building with 289 units and tenant amenities such as a coffee bar, large fitness space, coworking area, second-floor terrace, and community kitchen and dining space. The project also incorporates sustainable design features, including geothermal energy and fuel cell technology to help power and condition the building.

- The proposed improvements include a rooftop addition (15th floor) with a bar/lounge and private event space. 455 East Eisenhower Parkway - Relocation of State Street driveway/curb cut, reconfiguration of 8 existing parking spaces, a storm water quality unit, and new landscaping within the area of impact.  The existing uses, buildings, and other site features will remain unchanged.

3005 Packard Street - Nederveld would like to allow the public the opportunity to express any comments or questions they may have for the proposed site improvements at 3005 Packard Street. Residents within 500 feet are being provided with this notice and information on how to participate. The proposed improvements include the relocation of the existing dumpster enclosure and loading area from the south side of the property (along Packard) to the north side (off of Platt). Four (4) additional on-site bike parking spaces are proposed as well.

318 East Jefferson Street -The owner of the property has proposed a new six-unit, three story apartment building with a total of approximately 11,800 square feet.

300 West Huron Street - Nederveld and Hawkeye Hotels would like to allow the public the opportunity to express any comments or questions they may have for the proposed project at 300 W. Huron. Residents within 500 feet are being provided with this notice and information on how to participate.  The proposed project includes construction of a 5 story, 111 key limited service hotel with substantial streetscape improvements along Huron and First Street. On-site bike parking and storm water management are also proposed.

2502 Packard Street - The owner of the property has proposed a new 4-story building with approximately 1,400 square feet of retail space adjacent to the existing building.

2023-2024 Planning Services Activities Report - This report includes departmental accomplishments, trends, initiatives, and partnerships within the Planning and Development Unit in the calendar years 2023 and 2024. Data and summaries of overall development trends from 2014-2024 are also included.
