Planning Services works to guide land use development, policy and preservation that best meets the City of Ann Arbor's goals. This work is steered by the Comprehensive Plan, initiatives put forth by the City Planning Commission, community efforts, and/or by changes in state and local legislature. To support this work, Planning Services is responsible for the following:
- Boards and Commissions: Planning Services supports the City Planning Commission, the Zoning Board of Appeals, and the Historic District Commission.
- Zoning Administration: Staff is responsible for administering, preparing amendments for, and maintaining the City's zoning ordinance and development standards, known as the Unified Development Code.
- Development Review: Planning Services accepts and coordinates review and approval of development activities including site plans, rezoning petitions, special exception uses, and land divisions. See the Development Review webpage for more information and applications as well as submitting an application.
- Long Range Planning: Planning Services is responsible for implementing and updating long-term land use goals outlined in documents that make up the City's Comprehensive Plan.

STREAM Online Plan and Permitting System Services
Planning and Development Services is now using a new plan and permitting system called EnerGov, with an entirely online customer service web page called STREAM. You can now apply for all of these types of plans and projects, and more, completely online including payment:
- Site Plan applications
- Special Exception Use, Rezoning, and other planning petitions
- Historic District Commission applications
- Zoning Board of Appeals applications
- Zoning information reports and analysis reports
- Land division and land transfer applications
- Building and trade permits

Upcoming Citizen Participation Notices and Meetings
350 South Fifth Avenue - The Ann Arbor Housing Commission and Related Midwest is proposing a new twenty story multi family development on the existing parking lot at E William Street between Fourth and Fifth Avenues. The property will provide 330 units containing a mix of one and two bedrooms with 100% of the units reserved as affordable for individuals and families with an average income between 30% to 80% of the Area Median Income. This mixed-use development will also have roughly 6,000 square feet of ground-floor commercial space. The downtown location and proximity to the Blake Transit Center and William Street Bikeway provide unique opportunities to utilize the existing alternative transportation network.
It is anticipated the project will be presented for site plan approval by Planning Commission in the Fall of 2025. The meeting will be held Wednesday, June 4, 2025 at 6:00 pm via Zoom.

3005 Packard Street - Nederveld would like to allow the public the opportunity to express any comments or questions they may have for the proposed site improvements at 3005 Packard Street. Residents within 500 feet are being provided with this notice and information on how to participate. The proposed improvements include the relocation of the existing dumpster enclosure and loading area from the south side of the property (along Packard) to the north side (off of Platt). Four (4) additional on-site bike parking spaces are proposed as well.

805 Oxford Road - Demo existing building on property that was historically used as a fraternity house (until 1997), and rebuild a U-M chapter house for Kappa Delta sorority. Building is expected to be 3 levels and will be home to approximately 50-60 Kappa Delta sisters. Building footprint will be approximately 7,000 square feet. Proposal contemplates creation of a new curb cut for ingress and egress at the northerly end of the Oxford Road frontage.
The meeting will be held Thursday, May 22, 2025 and will be Zoom only.

318 East Jefferson Street -The owner of the property has proposed a new six-unit, three story apartment building with a total of approximately 11,800 square feet.

300 West Huron Street - -Nederveld and Hawkeye Hotels would like to allow the public the opportunity to express any comments or questions they may have for the proposed project at 300 W. Huron. Residents within 500 feet are being provided with this notice and information on how to participate. The proposed project includes construction of a 5 story, 111 key limited service hotel with substantial streetscape improvements along Huron and First Street. On-site bike parking and storm water management are also proposed.

1007 Woodlawn - Argus Farm Stop has experienced a strong welcome from the neighborhood and seeks to improve the rear service area located at 1007 Woodlawn. At this time there is no development project planned. Moving from a parking zoned area to a commercially zoned area will support a more functional and aesthetically pleasing area for our farm deliveries and operations to better serve the local food community.

2502 Packard Street - The owner of the property has proposed a new 4-story building with approximately 1,400 square feet of retail space adjacent to the existing building.
