Annual Resurfacing Program

Ann Arbor's annual street resurfacing program, using a data driven approach, resurfaces roads by removing and replacing asphalt. Unlike the city’s street preventative maintenance program, which seeks to extend the existing road surfaces life, the resurfacing program focuses on street surfaces that are either in very poor condition or have come to the end of their useful life.  

This program may also improve the road by: 

  • Extending the entire road structures lifetime. 
  • Upgrade stormwater management to move water away from the road. 
  • Update curb ramps to help people of all ages and abilities compliant with the Americans with Disabilities Act (ADA).
  • Implementing strategies identified in the Transportation Plan.

The program is funded primarily by Ann Arbor's Street, Bridge, and Sidewalk Millage and is limited in scope by funding and other infrastructure priorities​. 

The city maintains a road conditions and improvements dashboard of all the projects now underway and planned for the future. 

 

Project Areas

All work is anticipated and subjected to change due to weather or conflicts. Updates will be posted once a new schedule is determined.

 

Location: Anderson Ave (Ferdon to Devolson)

Type of Resurfacing: Full Depth (reference Type of resurfacing above to learn more). 

Anticipated Schedule:
  • Utility Structure Adjustments: Week of Sept. 22nd, 2025
    • Vehicular Traffic: Expect delays 

Limits: Brandywine Dr (Packard to Yost)

Schedule: Device installation is anticipated to begin the week of September 22 and last approximately four weeks, weather dependent. Devices will be completed in phases to minimize the impact to residents.

Location: Carhart Ave (Anderson to Winchell) and (Anderson to Crestland)

Type of Resurfacing: Partial Depth (Anderson to Winchell) and Full Depth (Anderson to Crestland) (reference Type of resurfacing above to learn more).

Resident Impacts:  

  • During construction mail delivery and solid waste collection will be maintained.
  • Trash, Recycling, and Compost bins are required to be placed out the night before your scheduled collection day and be clearly marked with your address to accommodate construction activities.
  • Sprinklers, invisible fences or features not visible in the right-of-way must be marked with spray paint or flags throughout the duration of the project by the resident. The city may not reimburse damage to private features in the right-of-way.
  • Landscaping in the right-of-way is recommended to be transplanted prior to construction leaving at least a 2-foot area behind the curb. If it is not feasible to create this area contact staff to discuss.
  • Door notices will be provided in advance of driveway, pavement, or other major work affecting residents.  

Anticipated Schedule: TBD. City is continuing to coordinate with DTE throughout construction and is waiting until DTE Gas Service Improvement Project is complete to start our work.

Location: Devolson Ave (Brockman to Anderson)

Type of Resurfacing: Partial Depth also referred to Mill & Fill (reference Type of resurfacing above to learn more).

Anticipated Schedule: 

  • Utility Structure Adjustments: Week of Sept. 22nd, 2025
    • Vehicular Traffic: Expect delays 

Limits: Doty Ave (Dexter to Arborview)

Schedule: Device installation is anticipated to begin the week of October 6 and last approximately four weeks, weather dependent. Devices will be completed in phases to minimize the impact to residents.

Location: Ferdon Ave (Stadium to South) & Ferdon Ave (South to Crestland)

Type of Resurfacing: Full Depth (reference Type of resurfacing above to learn more).

Resident Impacts:  

  • During construction mail delivery and solid waste collection will be maintained.

Location: Gladstone Ave (Candlewick to Packard)

Type of Resurfacing: Full Depth (reference Type of resurfacing above to learn more).

  • Speed Management Installation: Work started the week of September 1st and is anticipated to go on intermittently for 2-3 weeks.
    • Vehicular Traffic: Expect delays

Resurfacing Limits: Independence Blvd (Packard to Manchester)

New Sidewalk Limits: South side of Independence Blvd (Victoria to Essex). 

 

Type of Resurfacing: Full Depth (reference Type of resurfacing above to learn more).

Anticipated schedule

  • Utility Structure Adjustments & Speed Management Installation: Work started the week of September 1st and is anticipated to go on intermittently for 2-3 weeks.

Location: Steere Pl (South to Brockman)

Impacts:  

  • Road and parking will closed to all users. 
    • To minimize impacts the road will be divided into two phases allowing employees and patrons the ability to park in the phase not under construction.
    • Reference Pavement Marking & Phasing Plan for a better understanding of the two paving phase areas.
  • During construction mail delivery and solid waste collection will be maintained.
  • Sprinklers, or features not visible in the right-of-way must be marked with spray paint or flags throughout the duration of the project by the property owner. The city may not reimburse damage to private features in the right-of-way.
  • Notices will be provided in advance of driveway, pavement, or other major work affecting private driveways.  

Anticipated Schedule: 

  • Phase 1: All Concrete Work
    • 10/6: Concrete work
      • Vehicular Traffic: Traffic will be maintained.
