The ​Planning and Development Services Unit is one of four service units in the Community Services Area.  Its staff of 33 inspectors, planners and support specialists provide the following services

​Appeal​ Boards​: Support to Building, Housing, Zoning Boards

Construction and Building: Construction plan review, permits, inspections, code enforcement

Development Review: ​​Site plan review, citizen participation, support to Design Review Board​​

Historic Preservation: Support to Historic District Commission, permits, code enforcement

​Planning: Support to Planning Commission, master planning, planning initiatives, neighborhood registration

Rental Housing: Residential rental housing inspections, code enforcement, short-term rentals

Please note the new process.

​State of Michigan requires all smoke shops to submit a Certificate of Occupancy to obtain their license. Approved occupant load of the space is required to be listed. This document is available from the Ann Arbor Building Department for a $50 fee. ​​A finaled commercial building permit on record with the City of Ann Arbor is required for a Certificate of Occupancy to be issued.

  • If a permit has not been finaled, the permit will be required to be reactivated and all remaining inspections approved.
  • If a permit does not exist, a commercial building permit application will be required for plan review and approval before a Certificate of Occupancy will be issued. 

 To request a Certificate of Occupancy with an existing permit, please submit a written request to [email protected]. Provide the following information:

  1. Applicant name
  2. Business Name
  3. Address
  4. Permit number

To apply for a permit, please use Ann Arbor's online permitting system:  STREAM.

The 2015 Michigan Building Code Section 107.1 requires all submitted documents for commercial building permits to be signed and sealed by the registered design professional.

Last Y​ear, the City of Ann Arbor launched a new online permitting system. 

STREAM h​​as replaced eTrakit as the City of Ann Arbor's land and permit management software. 

All permits must be applied for through this system.

Action Required

STEP 1: Visit https://stream.a2​gov.org and register ​​​a new account (click on Guest in the top right hand corner and select Register). This account will be used for logging into STREAM to apply for and manage building and trade permits. 

STEP 2: Once registered with STREAM, navigate to the Apply screen to submit for review the appropriate Contractor Licensing under the Licenses tab. This step must be completed to apply for permits in the STREAM system that require state licensing. If the licensing is currently up to date and active with the city, the registration fee will be waived. You will receive a confirmation email from the STREAM system once the submitted licensing has been reviewed and added to the system.

If you will be applying for a permit as a homeowner or the permit type does not require state licensing, Step 2 is not required. These steps only need to be completed once.

Important

  • When applying for a new permit, the search bar can be used, and the search filter is located under the Show Categories link.  Be sure to select the appropriate category and permit type to apply for.  Please contact our office if you are unsure of what type of permit to apply for.
  • The system will email updates regarding your application process.
  • The Dashboard will be used for managing permits, requesting inspections and paying invoices.
  • Be sure to save often when using the STREAM system and avoid refreshing the browser. 
  • eTrakit will remain in use for active permits and projects currently in that system.
