City-Initiated Rezoning Petition
At the direction of City Council and the Planning Commission, a rezoning petition is being prepared to rezone approximately 69 parcels in the State & Eisenhower area to TC1 (Transit Corridor) district. To date, staff is working with the Planning Commission's Ordinance Revisions Committee to refine and finalize the rezoning petition, including identifying the parcels for rezoning and plan for education, engagement and public involvement. April 13, 2021 Planning Commission Mtg.pdfIncreasing density along transit corridors is a top priority called out in several of the City's Master Plan elements. Increasing development density would further most, if not all, of the goals in the Community and the Land Use and Access themes of the Sustainability Framework element. The Land Use element notes the desires for: interconnectedness of natural, transportation and land use systems; extensive opportunities for alternative modes of travel; and, extensive choices in housing including low cost housing), shopping, employment and recreation activities.
Zoning is our primary tool to address and affect land use. The best starting point and may be the most effective agent to realize the land use-related goals of the Master Plan is by amending or changing, the Unified Development Code (UDC).
The idea to create a new district with increased density was first brought up by a small group of Councilmembers in 2017. The idea was then developed by staff under the guidance of the Planning Commission's Ordinance Revisions Committee, into a rough draft. The draft ordinance amendment creating the district, establishing the uses and development standards of this new district, was presented to the Planning Commission on October 1, 2019. Work paused until City Council asked on November 16, 2020, for a final draft of the proposed district to be presented to them by June 2021.
