Comprehensive Land Use Plan (Draft 3) Enters Final Phase for Community Review & Comment

The City of Ann Arbor is entering the final phase of the process that will outline the city’s future vision and priorities to guide development to 2050. Now through Monday, Jan. 5, 2026, community members can review and submit final comments for the Ann Arbor Comprehensive Land Use Plan (Draft 3).

On Oct. 7, the Planning Commission forwarded the Draft 3 Comprehensive Land Use Plan to Council via motion, requesting that the draft be approved to open the 63-day review period. At the Oct. 20 Ann Arbor City Council meeting, Council reviewed and approved the third draft of the Comprehensive Land Use Plan and also extended the review period until Jan. 5, 2026, to provide additional time around the busy holiday season. During this period, notices will also be sent to surrounding municipalities and public agencies as provided by the Michigan Planning Enabling Act.

On Nov. 18 and Dec. 16, the City Planning Commission will review comments received by the public and will discuss any remaining edits they have for the third draft. 

Through Monday, Jan. 5, 2026, the public can review the Draft 3 plan and submit comments via the form on the project page, located in the top right corner of the page. Using the form to collect comments generates a complete, compiled list for the Planning Commission and City Council to then review. 

At the close of the review period, public hearings will be scheduled in early 2026 for final plan adoption.

"The Comprehensive Plan includes policy recommendations and priorities around future development and land uses across the city,” said City of Ann Arbor Principal Planner Michelle Bennett. “It’s been a long process and throughout, many perspectives and experiences were heard — that feedback has been vital.” Bennett explained the city held public meetings and workshops, answered questions, and gathered and integrated feedback over the course of two-plus years to ultimately get to this third draft that’s currently in the final-comment phase. “We’re excited to be getting closer to the plan that we can begin to carry forward.”
