On Friday, September 1, 2017, Stadium Blvd. was reopened to traffic.
Background
Roadwork
The project will reconstruct the existing roadway throughout the project limits. The reconstruction will include the complete removal and replacement of the existing asphalt pavement, curb and gutter, and roadway base material. Also, the existing, failing, retaining wall along the south side of East Stadium Blvd across from the football stadium will also be removed and reconstructed as part of the roadwork. Street lighting is planned to be replaced and be consistent with the lighting that currently exists at each end of the project. All roadway improvements will be designed in accordance with current Americans with Disabilities Act (ADA) requirements.
Underground utilities
Underground utilities will be replaced and improved in conjunction with the roadway reconstruction. One of the underground utility improvements will involve the upgrade and re-routing of a 30" raw water transmission main. Note: "Raw water" refers to water extracted from wells located on the south side of the City and treated at the Ann Arbor Water Treatment Plant for use in providing drinking water.
Storm water system improvements
The project will also upgrade and improve the storm water system in the area consistent with the City's approved Storm Water Revolving Fund Plan. Improvements will include treatment of the first-flush and bank-full rain events to the extent practicable. The improvements will provide for better storm water quality (i.e., improved cleanliness and less suspended particles and phosphorus) and reduced storm water quantity (via underground detention and infiltration.)
Non-motorized amenities
Bike lanes will be included within the roadway, to provide connectivity with the bike lanes currently in existence at the east and west borders of the project. The City will be installing a sidewalk on the south side of Stadium Blvd (between the entrance to the University of Michigan Golf Course and the intersection of South Main and Stadium Blvd) to eliminate the sidewalk gap that currently exists in this location. These improvements are part of the City's "Complete Streets" philosophy and are already in place at both ends of the project limits and along virtually every other major street within the City.
The City's desired outcomes for this project include:
- Improved roadway surface conditions and geometrics;
- Enhanced capacity and condition of the water mains (pipes that carry clean drinking water);
- Enhanced storm water management and improved water quality; and
- Increased safety and accessibility for pedestrians and bicyclists.
Schedule
To facilitate installation of underground utilities, the reconstruction of the roadway, and the Stadium Boulevard/South Main Street intersection, this project has been broken up into six stages.
Stage One: Anticipated Schedule – 11/21/2016 to 4/4/2017
Setup baseline traffic controls.
Clearing along south side of East Stadium Boulevard from South Main Street to the University of Michigan's Golf Course (the Blue Course.)
Installation of sheet piling and cast in place concrete retaining wall.
Installation of underground utilities east of intersection of South Main Street and Stadium Boulevard.
Stage Two: Anticipated Schedule – 4/5/17 to 4/12/17
Water main installation in the east half of the intersection of South Main Street and Stadium Boulevard.
Installation of temporary pavement to maintain traffic in the intersection of South Main Street and Stadium Boulevard.
Stage Three: Anticipated schedule – 4/13/17 to 4/30/17
Water main installation in the west half of the intersection of South Main Street and Stadium Boulevard.
Connection of the newly constructed 30" water main west of South Main Street.
Installation of temporary pavement to maintain traffic in the intersection of South Main Street and Stadium Boulevard.
Stage Four: Anticipated schedule – 5/1/17 to 6/18/17
Stage Five: Anticipated schedule – 6/19/17 to 7/17/17
Stage six: Anticipated schedule – 7/24/17 to 8/21/17
Traffic control
During stage one construction, East Stadium Boulevard will be closed from east of South Main Street to west of South Industrial Highway.
Eastbound traffic on Stadium Boulevard will be detoured to South Main Street, east on Eisenhower Parkway, north on South Industrial Highway back to East Stadium Boulevard.
West bound traffic on East Stadium Boulevard will be detoured to South Industrial Highway, west on Eisenhower Parkway, north on South Main Street back to East Stadium Boulevard.
Two lanes of traffic in each direction will be maintained on South Main Street.
During stage two construction, East Stadium Boulevard will be closed from east of South Main Street to West of South Industrial Drive. South Main Street will be reduced to one lane in each direction.
Eastbound traffic on Stadium Boulevard will be detoured south on South Seventh Street, east on Scio Church Road, south on South Main Street, east on Eisenhower Highway, north on South Industrial Highway back to East Stadium Boulevard.
Traffic may proceed to South Main, but access is reduced. Large trucks traveling from eastbound West Stadium Boulevard to southbound South Main Street will have a tighter turning radius and are recommended to use the detour route.
No left turns will be permitted onto westbound West Stadium Boulevard at the South Main Street intersection.
Westbound traffic on Stadium Boulevard will be detoured south on South Industrial Highway, west on Eisenhower Highway, north on South Main Street, west on Scio Church Road, north on South Seventh Street back to West Stadium Boulevard.
One lane of traffic in each direction will be maintained on South Main Street and will be shifted to the west side of the intersection.
During stage three construction, East Stadium Boulevard will be closed from east of South Main Street to West of South Industrial Highway. South Main Street will be reduced to one lane in each direction.
Eastbound traffic on West Stadium Boulevard will be detoured south on South Seventh Street, east on Scio Church Road, south on South Main Street, east on Eisenhower Parkway, north on South Industrial Highway back to East Stadium Boulevard.
Only local traffic may pass east of South Seventh Street.
Access to the entrance of Ann Arbor Pioneer High School and residences on West Stadium Boulevard will be maintained.
Westbound traffic on East Stadium Boulevard will be detoured south on South Industrial Highway, west on Eisenhower Parkway, north on South Main Street, west on Scio Church Road, north on South Seventh Street back to West Stadium Boulevard. One lane of traffic in each direction will be maintained on South Main Street and will be shifted to the east side of the intersection.
No left turns will be permitted onto westbound West Stadium Boulevard from northbound South Main Street.
During stage four construction, East Stadium Boulevard will be closed from east of South Main Street to West of South Industrial Highway. Two lanes in each direction will be maintained on South Main Street.
Eastbound traffic on West Stadium Boulevard will be detoured south on South Seventh Street, east on Scio Church Road, south on South Main Street, east on Eisenhower Parkway, north on South Industrial Highway back to East Stadium Boulevard.
Only local traffic may pass South Seventh Street.
Access to the entrance of Ann Arbor Pioneer High School and residences on West Stadium will be maintained.
Westbound traffic on East Stadium Boulevard will be detoured south on South Industrial Highway, west on Eisenhower Parkway, north on South Main Street, west on Scio Church Road, north on South Seventh Street back to West Stadium Boulevard.
During stage five construction, East Stadium Boulevard will be closed from east of South Main Street to West of South Industrial Drive. Southbound South Main Street will be closed at Pauline Boulevard.
Eastbound traffic on West Stadium Boulevard will be detoured south on South Seventh Street, east on Scio Church Road, south on South Main Street, east on Eisenhower Parkway, north on South Industrial Highway back to East Stadium Boulevard.
Only local traffic may pass South Seventh Street.
Access to the entrance of Ann Arbor Pioneer High School and residences on West Stadium Boulevard will be maintained.
Westbound traffic on East Stadium Boulevard will be detoured south on South Industrial Highway, west on Eisenhower Parkway, north on South Main Street, west on Scio Church Road, north on South Seventh Street back to West Stadium Boulevard.
Southbound traffic on South Main Street will be detoured west on Pauline Boulevard, south on South Seventh Street, east on Scio Church Road back to South Main Street.
A paved walking surface for pedestrians will be provided at all times at the intersection of South Main Street and Stadium Boulevard.
During stage six construction, East Stadium Boulevard from South Industrial Highway to South Main Street will be re-opened to traffic. West Stadium Boulevard will be closed from South Main Street to about 170 feet west and South Main Street reduced to one lane in each direction.
Eastbound traffic on West Stadium Boulevard will be detoured south on South Seventh Street, east on Scio Church Road, south on South Main Street, east on Eisenhower Parkway, north on South Industrial Highway back to East Stadium Boulevard.
Only local traffic may pass east of South Seventh Street.
Access to the entrance of Ann Arbor Pioneer High School and residences on West Stadium Boulevard will be maintained.
Access to businesses on South Main Street will be maintained at all times.
Due to the on-going construction in the South Main Street intersection, only one left and right turn lane will be available at the Stadium Boulevard/South Main Street intersection.
One lane of traffic in each direction will be maintained on South Main Street and will be shifted to the east side of the intersection.
No left turns will be permitted at the Stadium Boulevard/South Main Street intersection.

Access during construction and events
There will be no restriction to vehicle or pedestrian traffic during University of Michigan home football games. All work will be completed after the last home game of 2016 and before the first home game of 2017.
Pedestrian access to the Crisler Center will be maintained during the 2016/2017 University of Michigan Basketball Season. Please consult the University of Michigan's Website for additional information regarding access and handicap parking facilities during the project's construction.
No road work will occur during the Ann Arbor Art Fair, 7/20/2017 thru 7/23/2017. During the Art Fair all lanes of traffic and sidewalk that can be opened, will be opened.
Two way access to Kipke Drive and the Ann Arbor Golf and Outing Club will be maintained at all times. Part width construction of these points will be required.
Pedestrian and vehicular access to businesses and residences will not be blocked, one driveway will be maintained at all times.
AAATA bus stops will be adjusted as needed during construction.
Community Engagement
The public is invited to attend a project information sharing meeting on Thursday, November 10, 2016 from 7:00pm to 8:30pm. This meeting will provide general project information and an anticipated construction schedule for 2016 and 2017. It will also provide the public an opportunity to ask City and Project Staff questions about the construction.
