Starting the week of May 6, the City of Ann Arbor will begin construction on the Hoover, Greene, & Hill Improvement Project. The limits of work are:

  • Hoover Avenue – Main Street to State Street
  • Greene Street – Hill Street to Kipke Drive
  • Hill Street – Adams Street to Fifth Avenue
Work will include:

  • Removing and replacing the asphalt pavement to provide a smoother driving surface.
  • Replacing storm water inlets, sections of storm sewer to help with flooding, segments of concrete curb, areas of concrete sidewalk, and upgrading or installing new concrete sidewalk ramps (as required to meet current Americans with Disabilities Act standards).
  • New 12-inch water main will be run along the length of Hoover Avenue and a portion of Hill Street (between Adams to Fifth).  


On May 6, 2019, our contractor, E.T. Mackenzie, and its subcontractors will start construction and expect to complete the work by mid-November, weather permitting.​

Why is this project being done?

The current condition of the pavement on Hoover, Greene and Hill is in poor condition and in need of replacement. In addition, the existing water main is undersized and requires an upgrade to increase capacity along Hoover and Hill and provide improved crossings under the railroad. As well, stormwater storage will be added to improve Allen Creek stormwater management.

Work to be done:

  • The existing water main will be replaced with a larger water main to increase capacity on Hoover (State to Main) and Hill (Adams to Fifth).
  • Storm sewer enhancements will be made in portions of Hoover and Greene to detain water and improve the Allen Creek stormwater management.
  • The existing pavement will be replaced.
  • Some curb modifications will be made to the Greene and Hoover intersection to improve vehicle operations and pedestrian crosswalks.
  • Improve crosswalk facilities at State and Hoover intersection.
  • Some curb, driveway approach, sidewalk and ramps will be replaced.

Possible impact to residents, businesses, and property owners​​

Driveways will remain accessible during the project except during certain construction activities. Where the contractor needs to remove and replace the concrete curb opening and/or drive approach, driveway access will need to be restricted for 3 to 4 days while the concrete cures. Where properties are accessible from more than one location the contractor will alternate work and completely close one location while keeping the other(s) open until the work at each is complete. If, due to special circumstances, you require uninterrupted access, please contact the City in advance. The contractor is required to provide advance notice of such work.

Concrete curb and gutter replacement will generally include 1 to 2 feet of excavation in the directly adjacent public right-of-way. The contractor will restore all damaged lawn areas resulting from this work. If you are aware of any underground sprinkler systems, invisible fence, or any other buried feature(s) near the street, please contact us. Although privately owned features should not be buried in the public right-of-way (generally the area directly behind the curb), the contractor will proceed with caution during excavation if brought to our attention in advance. Unfortunately, if such privately owned features are damaged, it will be the property owner's responsibility to make repairs.

Unfortunately, the construction will generate some dust, noise, and other inconveniences. We will do what we can to minimize these.

The City and contractor will work together to maintain refuse/recycling/compost collection, utility services, and mail delivery throughout the project duration.

Costs and funding source

City Street Millage, Water Supply System Capital Budget and Allen Creek Stormwater Funding will fund work on this project.​
