1224MateoUnder the Michigan Freedom of Information Act § 15.231 et seq., I am kindly requesting an opportunity to be provided electronic copies of the public records containing documents detailed below. Please note that I am not seeking bank statements relating to operating funds (checking accounts, etc.) but rather “interim funds”. Additionally, please make any necessary redactions you deem appropriate.

Finally, please accept our offer to extend the 5-day response time with an automatic extension until 1/31/2018. Should you need additional time to provide the responsive documents, please kindly advise.

A few notes: a. we use the term “political subdivision” and/or “subdivision” to be any City, Village or Township; b. We are sending out approximately 2,000 of these in the State of Michigan so our ability to answer all voicemails is difficult, but based on our experience we hope and trust our request is worded in a manner that is easily responded to.

Here are the requested documents:
1. If your political subdivision CURRENTLY has an investment advisory agreement or contract with any financial service provider (investment advisor/consultant,etc), please kindly provide a copy of such and the most recent invoice (if not, please skip to item 4 below);
2. Please provide a copy of the most recent statement received from your investment advisor/consultant;
3. Please provide a copy of the most recent presentation from your investment advisor/consultant;
4. Should you not be under contract with an investment advisor/consultant, please provide a copy of your most recent financial statement(s), including banks, brokerage firms, etc. (wherever your district has financial assets considered to be non-operating funds);
5. If your subdivision participate in any Local Government Investment Pools, please provide a copy of the most recent statement(s) or merely acknowledge participation and detail the balance(s);
6. If your subdivision has performed an RFP for financial services in the last 5-calendar years, please provide a copy of each RFP response (please note: financial services include ONLY investment advisor, investment consultant and/or municipal advisor);

The Michigan Freedom of Information Act requires a response to this request within five days, but considering I understand and accept the time constraints on public officials, please accept the extension detailed above.

I request that these records be delivered in electronic format. Please note that this information is being compiled for the sole purpose to gain a better understanding of the scope and services being offered and utilized by public fund managers investing of interim deposits in the State of Michigan.
If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

954MermelsteinAttached to this email is the legislative details and text of Resolution 11-007, approved by the City Council.

The text of the legislative details includes the following:

As part of the Michigan Football Stadium renovations, it was determined that 127 FDDs were required to hold the sanitary sewer system harmless. The University of Michigan purchased the 127 FDDs from the city’s FDD program. In addition to monetary compensation, the City received 13 FDDs for the additional burden of providing the FDDs to the University. These 13 FDDs are available for City Council to assign as the Council deem desirable. The most common assignment of credits has been used to support public projects including the development of affordable housing.

[Italics added] The italicized language indicates that FDDs were made “available for City Council to assign as the Council deem desirable” on one or more occasions prior to the 13 FDDs referred to above.
This request is for the following:
1. Excluding the 13 FDD credits described in Resolution 11-007, all records, written or otherwise, including evidence of City Council action (including Council video) of transfers before or after the date of Resolution 11-007of FDD Credits to the City, City Council or any other City department or City employee or official (including the Public Services Area and Community Services Area) or by or through any City contractor or agent (including CDM Michigan, Inc., a/k/a CDMI) “for [City] Council to assign as the Council deems desirable.”
2. All records of assignment or other use of such FDD credits, or the cash value of such FDD Credits, by the City Council or other City department, agent or contractor “to support public projects including the development of affordable housing” or any other use.
3. In the case of affordable housing projects (including those to which the 13 FDD credits referred to in the quoted text above) that were not completed, all records of the return or other transfer back to the City of such FDD credits or the cash value of such FDD Credits.

You have previously given my Ann Arbor neighbor the list of those who signed twice. If you think you are not able to provider one or more of those data fields (voter ID, name, address, and date signed), then please provide me the data and data fields that you can provide and please explain why you think you cannot provide the rest. If you think a part of the above request is not feasible, please still provide for now what is feasible to provide. If this has a cost more than the one hour of free time, then I would like the opportunity to review the records at the City Clerk's office first. I am interested in this solely for the purpose of making sure that state election law is being followed and the people have their democratic voice respected. 858collinsI called 911 around 1:30 am on Thursday 4/13/17 and was transferred to the fire department. I had woken up due to an unusual sound and when I went to the basement to investigate, smelled electrical fire smells and heard a humming noise coming from an outlet. I went to the outlet and there were sparks coming from it so pulled the plugs out of it and called 911 because I didn't know how dangerous it might be. The fire fighters arrived in a timely manner and handled the situation and told me to call an electrician so I want a copy of their report to inform the electrician about the nature of the problem.
About the type of records requested: I would think this is an "incident" and am requesting that report but in case it is an "investigation," I have requested that as well. I just want to be clear that I am not requesting an investigation - I just want whatever report would normally be filed after coming to my home to fix the problem. Thank you.

on 1/15/2017 because he was concerned about possible carbon monoxide contamination of his residence (1312 Colgate Circle). The FD arrived and confirmed that CO levels were elevated inside the house, and particularly in the basement. I believe the FD identified the furnace as the likely source of CO contamination, based on high levels in the basement and in the furnace room within the basement. I am asking for any information/records pertaining to this incident. I am specifically interested in records of the CO levels that were detected in the main house and in the basement of the house.
