The PHA maintains Utility Allowance Schedules for all tenant-paid utilities (except cable, telephone, and other amenities), for the cost of tenant-supplied refrigerators and ranges, and for other tenant-paid utility services (e.g., trash collection disposal of waste and refuse).
The Utility Allowance is intended to help defray the cost of utilities not included in the rent. The utility allowance schedule is determined based on the typical cost of utilities and services paid by energy-conservative households that occupy housing of similar size in the same locality. In developing the schedule, the PHA uses normal patterns of consumption for the community, as a whole, and current utility rates.
A Utility Allowance Schedule is used by our Programs to determine the utility allowance that can be provided to a client. The type of unit, bedroom size, and the type of utilities the participant will be responsible for paying, will determines the amount of utility allowance provided.
The Low-Income Public Housing Program and Section 8 Program have separate Utility Allowance Schedules developed individually. Each program reviews utility allowances each year, and for more detail about the requirements of that process, please visit HUD's website by clicking HERE.
