 Street Selection Procedure for Local (Residential) Streets 

 
The process of selecting streets for the Resurfacing Program begins by compiling a “long list” of streets to be further evaluated.  This list is compiled from two main sources of information:

 

  1. Data gathered by our Technical Services Unit.  This Unit gathers data on the condition of the City’s streets and updates it on a regular basis.  The condition of the pavement on streets, or segments of streets, is evaluated based on a variety of factors and a number between 1 and 100 is calculated for each street.  This number is called the Pavement Condition Index, or PCI.  Typically, the streets with the lowest PCI rating are added to the “long list” of streets to be further evaluated.

 

  1. Information from residents and property owners.  This is a very important source of information.  Streets that are reported by residents are added to the “long list” of streets to be further evaluated.  If you would like to report a residential street that you feel is on poor condition, click here

 

In June or July of each year, the information from the two sources above is compiled into one list, and a group comprised of City staff drives through each street on the list.  Each member of the group gives the street a rating between 1 and 5 (1 being the best, and 5 the worst), based on the condition of the pavement and the “ridability” of the surface (i.e. smoothness of the ride).

 

After this evaluation is complete, the results are compiled and the streets on the list are put in order by average rating.  Based on our annual budget for resurfacing local streets, a number of streets are selected off the top of the list to be included in the following year’s Resurfacing Project.  Once the list is trimmed down further due to other factors (such as other nearby projects, utility issues that need to be resolved, etc.), the final list typically consists of approximately 20 streets.
