Connecting to Ann Arbor's Water and Sewer Systems

Welcome to www.a2gov.org/WaterUtilityConnections. These are the Steps Required to Connect to the City Water and Sewer Services

  1. For all properties, check the City of Ann Arbor's Ultimate City Service Boundaries Map black/white pdf  or interactive Google Earth KML to see if this property is within the City's service boundary lines and therefore eligible for City services.  Please note that water and sanitary sewer may not be immediately available to all locations, citywide.  Some areas have only one or the other utility; some have both, some have neither.  The long-term goal of the City is to provide both utility services to all residents of the City of Ann Arbor. For single- and two-family properties, please continue on this page. For vacant, commercial and 3+ residential unit properties, please see "References" below.
  2. For eligible township parcels, locate your property information by address by using the city's online listing sorted by parcel ID (pdf) or by address (pdf).The list provides the estimated city improvement charge (definition) for many properties.
  3. For eligible township parcels, initiate the annexation process. Annexation forms, fees, Annexation Guide, and further information can be found on the City’s Community Services,  Planning and Development web page, 734.794.6365
  4. For eligible township parcels, owners may arrange for earlier connection to water utilities prior to the completion of the annexation process by working with the City’s Customer Service Center to complete the City’s Outside Water Service Agreement (pdf) and/or an Outside Sewer Service Agreement (pdf).There is a $40 administrative filing fee (2013 rate) for each agreement.
  5. For all eligible properties, arrange to pay all associated water and sanitary sewer fees, including improvement charge, connection charge, tap fee, and water meter fee.
  6. For all eligible properties, the property owner is responsible for hiring a private contractor to connect the building (water meter) to City water and/or sanitary sewer taps. The City recommends obtaining a minimum of three estimates and suggests that you inquire if the estimate includes the costs for the plumbing permits and Rights-of-Way permits, which are necessary to do the work.

Vacant City land that was under City jurisdiction prior to May 15, 2005 and is connecting to utilities that were constructed before 2004  please consult this web page to see if you are eligible to  receive a credit toward the fixed improvement charge.
