Updates

April 19, 2017:

Work on the Stadium Blvd Reconstruction Project has been ongoing since late November 2016 and work continues to progress. The permanent retaining walls and the decorative concrete facing was completed in March as expected.

The Contractor is making progress on the underground utilities and is expected to have the water main installed and ready for testing in about a week. The storm sewer/storm water quality improvements are well underway and are expected to be completed in about a week as well.  Once the underground utility work is completed, the installation of conduits for the street lighting and telecommunications systems will begin.

We expect to install the Stage III Traffic Control for the project on, or about, April 22, 2017. This stage of the construction will allow us to place the water main across South Main St at Stadium Blvd.  We expect Stage III to last for about two weeks. After Stage III is completed we will immediately move into Stage IV construction. The webpage contains information with regard to the specific traffic movements that will be allowed during the Stage III work and we encourage you to review that material to familiarize yourself with the traffic pattern change.

The project is still planned to be completed on schedule and be opened to traffic prior to the first home football game. Also, all lanes of South Main St are planned to be open for the Ann Arbor Street Art Fairs.

Background

Roadwork

The project will reconstruct the existing roadway throughout the project limits.  The reconstruction will include the complete removal and replacement of the existing asphalt pavement, curb and gutter, and roadway base material.  Also, the existing, failing, retaining wall along the south side of East Stadium Blvd across from the football stadium will also be removed and reconstructed as part of the roadwork. Street lighting is planned to be replaced and be consistent with the lighting that currently exists at each end of the project.  All roadway improvements will be designed in accordance with current Americans with Disabilities Act (ADA) requirements.

Underground utilities

Underground utilities will be replaced and improved in conjunction with the roadway reconstruction. One of the underground utility improvements will involve the upgrade and re-routing of a 30" raw water transmission main. Note: "Raw water" refers to water extracted from wells located on the south side of the City and treated at the Ann Arbor Water Treatment Plant for use in providing drinking water.

Storm water system improvements

The project will also upgrade and improve the storm water system in the area consistent with the City's approved Storm Water Revolving Fund Plan.  Improvements will include treatment of the first-flush and bank-full rain events to the extent practicable. The improvements will provide for better storm water quality (i.e., improved cleanliness and less suspended particles and phosphorus) and reduced storm water quantity (via underground detention and infiltration.)

Non-motorized amenities

Bike lanes will be included within the roadway, to provide connectivity with the bike lanes currently in existence at the east and west borders of the project. The City will be installing a sidewalk on the south side of Stadium Blvd (between the entrance to the University of Michigan Golf Course and the intersection of South Main and Stadium Blvd) to eliminate the sidewalk gap that currently exists in this location.  These  improvements are part of the City's "Complete Streets" philosophy and are already in place at both ends of the project limits and along virtually every other major street within the City.

The City's desired outcomes for this project include:

  • Improved roadway surface conditions and geometrics;
  • Enhanced capacity and condition of the water mains (pipes that carry clean drinking water);
  • Enhanced storm water management and improved water quality; and
  • Increased safety and accessibility for pedestrians and bicyclists.
