Zoning Maps

Below are the proposed zoning maps changes to create two downtown base zoning districts and eight downtown overlay character districts. 

Chapter 55 Zoning

Below are the draft amendments to the Zoning Ordinance.  Click on the individual section number for the text in .pdf format.

Proposed Change

5:10.19 C2A Use District

 

Delete C2A use district.  Replace with new D1 & D2 downtown base zoning, including uses, area/height/placement.

5:10.20 C2A/R Use District

 

Delete C2A/R use district.  Replace with new downtown character overlay districts, including requirement for design review.

5:10.22 C2B/R Use District

Delete C2B/R use district.

5:44, 5:44A and 5:45 C2A, C2A/R and C2B/R Area Charts

Delete C2A, C2A/R and C2B/R area charts and replace with reference to 5:10.19 and 5:10.20

5:50 Adult Entertainment

Replace reference to C2A with D1

5:61 Lots of Record

Delete Paragraph (4)

5:65 Premiums

 

Revise to exclude use of premiums in historic districts and floodplains; reduce residential premium; eliminate outer arcade premium; and add premiums for green building, affordable housing, historic preservation and public parking.

5:67 Required Setbacks (Window wall)

Delete references to C2B/R

5:88 Development of Record

Delete section.

  

Chapter 59  Off-Street Parking

5:167 Required Parking

Add reference to Section 5:169 for parking in D1 or D2 districts

5:169 Special Parking Districts

 

Revise to reference D1 and D2 districts; replace ability to reduce requirement with Council approval to pay into a fee-in-lieu fund, per Council approval; add bicycle parking requirements.

  

Chapter 57  Subdivision and Land Use Control

Below are the draft amendments to the Subdivsion and Land Use Control ordinance, which covers site plan reviews.  Click on the individual section number for the text in .pdf format.

5:122 (6) Standards for site plan approval

 

Add standard requiring determination of design compliance.

5:129A Determination of Design Compliance

Add new section outlining design review and approval process.

Land Development Regulations 1:4 (22)

Add submittal requirements for design review

Inclusion of downtown design guidelines as part of the land development regulations
