FINGERPRINTING

As of July 1, 2009, the City of Ann Arbor Police Department no longer provides fingerprinting services to the public.

However, if you have been ordered by the15th District Court to have your fingerprints taken as the result of a case for which you have appeared before the court.
Follow these steps to complete this process: 
  • Appear at the Ann Arbor Police Department Monday through Friday between the hours of 8:00 a.m. and 4:00 p.m.  Bring all required paperwork that you received from the court with you.
  • Don’t wait until the day of or day before your court appearance to have your fingerprints taken.  The court provides ample time for you to complete this requirement.  Due to operational considerations at the police department you may not be able to be fingerprinted at the particular time that you stop in.  You may have to wait.
  • Advise the employee working at the Police Reception Desk on the first floor of City Hall that you have been ordered to have your prints taken by the court.  This is very important.  Fingerprinting for other reasons is not performed.
At any point in time if you are advised that no one is available to process your fingerprints as ordered by the court politely ask to speak to the Lieutenant or senior Sergeant on duty. If the Lieutenant or Sergeant is the individual who advises you that no one is available at that time to process your fingerprints, make arrangements with the supervisor to return at a later time so that someone can be scheduled to process your fingerprints.

Fingerprinting services for background checks related to employment, concealed weapons licenses, adoption or visa/immigration can be obtained at the following locations:

PISTOL PURCHASE PERMIT PROCESS

The Ann Arbor Police Department processes pistol purchase permits and gun registrations from the Police Reception Desk located in the trailor located at 301 E. Huron (entrance and parking is on Ann St.).

Our hours of operation for this service are Monday through Friday (except holidays) 8:30 - 11:00 a.m. and 1 - 3 p.m. (On Aug 4 and 5, 2010, our hours will be 10:30 a.m. - 2:15 p.m.  Any questions during this time can be referred to Chris Briney at (734) 794-6900 ext. 49525.)

QUALIFICATIONS

1) To legally own and use a firearm, you must meet the following criteria:

a) You must be at least 21 years of age, or you must be at least 18 years of age if you are purchasing the firearm from a relative.
b) If you have ever been convicted of a Felony, you will not be eligible.
c) If you have any criminal cases pending against you or old cases without a court disposition, you will not be eligible.
d) If you have any court orders that state you may not purchase or own a firearm, you will not be eligible.
e) You must obtain a Purchase Permit in the County that you reside.
f) You must present a valid Michigan Driver's License, Michigan issued Personal Identification Card or voter's registration card showing a City of Ann Arbor address in conjunction with a valid government-issued photo identification.  We will not accept expired identifications.

PURCHASE PERMITS

1) To purchase a pistol, you must first come into the Police Department and obtain a Purchase Permit. Our hours of operation for this service are Monday through Friday (except holidays) 8:30 - 11:00 a.m. and 1 - 3 p.m. (On Aug 4 and 5, 2010, our hours will be 10:30 a.m. - 2:15 p.m.  Any questions during this time can be referred to Chris Briney at (734) 794-6900 ext. 49525.)
2) Again, you will have to show a valid picture I.D.
3) You will be asked to fill out a general questionnaire and also be required to take a short quiz regarding handgun rules and safety.  The quiz consists of 15 true or false questions. 70% is considered passing.
4) We will do a background check to verify that you meet all the qualifications.  Although this may be done the same day, the process for reviewing and approving applications may take several days. Background checks are processed within three business days of completing the questionnaire and quiz.
5) Once you have been approved, you will be issued a Purchase Permit. There is no cost for a permit. You will have 10 days from that date to obtain your handgun. You will then have ten days from the date you purchased your gun to return the agency copy and the MSP copy of the License to Purchase to the Ann Arbor Police Department Pistol Registration Office.

PISTOL REGISTRATION

You are no longer required by statute to return with the newly purchased pistol for a safety inspection. 

1) After purchasing your handgun, you must return the agency copy and the MSP copy of the license to purchase to the Ann Arbor Police Department Pistol Registration Office.  You may leave the two copies at the Police Front Desk after hours or you may mail them to:

ANN ARBOR CRIME MAP INFORMATION

On a weekly basis the Ann Arbor News is given major crime statistics from us to produce a crime map and it is published every Friday in the local section of the paper. On a monthly basis the Ann Arbor Observer is given major crime statistics from us to produce a crime map and it is published monthly in their magazine. Both of these publications are kept on file at the Ann Arbor Public Library and if citizens have questions we will try to answer them.

POLICE ACTION ON A BAD CHECK

Before a police report will be taken on a Non-sufficient Funds (NSF) Check or a Account Closed Check a 5-day Bad Check Notice (pdf) must be sent to the account holder to satisfy Michigan State Statue.  The Bad Check Notice (pdf) must be sent certified mail, return receipt requested deliverable to addressee only to the person who made the check.  A copy of this notice should be kept by sender.

If the account holder does not respond or comply to the Bad Check Notice then a Washtenaw County Restitution Program Check Complaint Form must be submitted.

If this action fails then a criminal complaint may be filed in person at the Ann Arbor Police Department Front Desk.

Criteria for police action on a bad check, non-sufficient fund check, and closed account check:

  1. No two party checks.
  2. Single owner check.
  3. Check must be for $50.00 or more.
  4. Identity of check writer known to recipient or positive identification - drivers license or personal ID card number - must be verified and written on check by clerk.
  5. Must be reported to police within 60 days after receiving it back from the bank.
  6. Five day bad check notice must be sent certified mail (return receipt requested).
  7. No partial payments can be accepted by receiver of bad check.
  8. No post dated checks.
  9. No rent payment checks.
