Project Overview
The Bird/Newport/Warrington Utility Improvement project includes three parts combined into one project. See attached Project Location Map (pdf).
The Bird Road Sanitary Sewer consists of installation of approximately 1,550 feet of 8-inch sanitary sewer along Bird Road westerly to the intersection with Newport Road and then south along Newport Road.
The Warrington Drive Sanitary Sewer and Water Main consist of installation of approximately 1,170 feet of 8-inch sanitary sewer and 900 feet of 8-inch Ductile Iron water main along Warrington Drive between Lincolnshire Lane and Newport Road.
This project also includes the replacement of the existing Newport Creek culvert under Newport Road immediately north of Warrington Drive. In recent years, during severe rain events, the roadway has been washed out by floodwaters due to the undersized culvert and lack of a headwall on the upstream side of the road. Based on storm water modeling results, some improvements will also be made as part of this project to the Newport Creek culvert under Huron River Drive, which is located further downstream from the Newport Road location.
The City held two public meetings with residents to discuss project details and schedule.
Schedule
The contractor who will be performing the work is Bailey Excavation from Jackson, MI. We are planning to brake construction into different phases so the local traffic can be maintained and the disruption of the resident’s daily life can be minimized.
The first phase would include the construction of the Sanitary Sewer and Water Main on Warrington from Lincolnshire to Newport. This work is scheduled to start before the end of June, 2010. Construction staking and videotaping, as well as “Miss Dig” utility marking, will occur prior to that time.
The second phase will include the Sanitary Sewer construction on Bird Road east of Newport. This phase is scheduled to begin before the end of July, 2010.
The third phase of construction will include Sanitary Sewer and Storm Sewer work on Newport Road and is expected to start in the first week of August, 2010.
Impact on Traffic & Local Residents
During construction each phase will be closed to through traffic in order to allow construction to proceed. Detours will be posted as necessary. The local traffic and access to driveways will mostly be maintained during construction. If a need arises to temporarily restrict access to a driveway, the contractor or a City representative will knock on residents’ doors to make sure the driveway does not need to be accessed during that time.
Due to the limited amount of space it will be necessary for our contractor to post temporary “No Parking” signs along Warrington Dr. and Bird Road.
Garbage/recycling collection and mail delivery will be maintained throughout the project.
