The City Master Plan serves as a guide for public and private decision-makers regarding the future physical development of the City. The master plan is composed of documents, or “elements,” that cover the City’s major geographical areas and its essential citywide facilities. These plans provide a framework for preserving the City’s unique character, ensuring its diversity, supporting investment and promoting desired change.

Annual Review
The City Planning Commission Bylaws require that the Planning Commission review the adopted Master Plan each May, following a public hearing. The purpose of the review is to identify policies that may need to be studied for eventual inclusion in the Master Plan, prior to the annual work program being adopted.
On May 4, 2010, the Planning Commission held and continued a public hearing for the Master Plan annual review. The Commission has proposed the addition of the following documents as Resource Information:
