Zoning

Update: The A2D2 Zoning and Parking Amendments were approved by City Council on November 16, 2009.  Thank you to the many citizens who helped shape these changes.

Background

The Recommended Vision & Policy Framework for Downtown Ann Arbor (pdf), pnullrepared in 2005 by Calthorpe Associates, calls for a new downtown zoning overlay that creates a dense, mixed use core area and respects the residential neighborhoods by decreasing new development intensity away from the core.

In 2006, City Council adopted a work plan for the Downtown Zoning project and appointed an advisory committee to work with staff to guide the development of zoning changes and amendments to the Master Plan.  Committee meeting notes and public workshop materials are provided on the Project Archive page.

On October 15, 2007, City Council approved the recommendations of the Downtown Zoning Advisory Committee and directed city staff and the Planning Commission to move forward with implementing plan and code amendments.  The full report is provided on the Recommendations page.  

Implementation Status

Downtown Plan - On May 19, 2009, the Planning Commission adopted amendments to the plan in response to comments from City Council.  On June 15, 2009, City Council approved the amended Downtown Plan as a subplan of the City Master Plan.  A link to the approved plan is provided below.

Zoning and Parking Amendments - On November 16, 2009, City Council approved the A2D2 Zoning and Parking Amendments.  The amendments revise fourteen sections of the Zoning Ordinance and two sections of the Off-Street Parking Ordinance.  The zoning map amendments create two downtown zoning districts, nine downtown character overlay zoning districts and three building frontage designations for downtown properties.  Links to the amendments, maps and affected property list are provided below:
